But this way of thinking prevents us from seeing that the rise of populism may be linked to problems and shortcomings in the way our democracies work. In this important book, Armin Schäfer and Michael Zürn argue that the rise of authoritarian populism is rooted in two developments that are specifically political in character: first, the unequal responsiveness of parliaments towards less privileged citizens; and second, the growing political role of non-majoritarian institutions, like central banks and international institutions, that remove decisions from public debate and entrust them to experts. Contemporary democracy is increasingly perceived as lacking openness and representativeness. More and more citizens come to feel that politics is made by a closed political class oblivious to the concerns of ordinary people, and those who share this view are more likely to vote for authoritarian populists. Although contemporary populists keep rubbing salt into the wound of liberal democracy, their responses fail to solve the problems of democratic politics. central thesis has two components. First, it is argued that the maximization of equal liberty requires historical progress beyond the sovereign state system. In contrast to Fukuyama’s (1992) argument that liberal democracy is the end of history, it is argued that liberalism contains two contradictions (socioeconomic inequality and the shortcoming in equal liberty inherent to state power) with the potential to propel history further. This book’s argument – libertarian social democracy – provides a framework to guide that final stage of history. Second, while anarchist philosophy offers a vision beyond the sovereign state, it can be rendered more suitable as an alternative paradigm. Specifically, it is argued that anarchism is hampered by its traditional adherence to prefigurative strategy, according to which the state cannot be used as a means to achieve a free and equal society. By contrast, libertarian social democracy incorporates a role for a democratic transitionary state (described here as gradualist anarchism) thus addressing mainstream “Hobbesian” concerns about bad anarchy (where decentralization yields a net loss in equal liberty). This book clarifies the evolving scenario of a conflict that, before tanks, had long been fought on the territory of aid. The author makes arguments about aid which can be traced back to three sets of issues: 1) Ukraine’s history from its independence in 1991 until the war in 2022, that witnessed the evolution of inter-state aid sent to Kyiv. This period anticipated the geo-political dispute over the country's future, and was marked by confrontation between Donors who would later become the protagonists of the war scenario. 2) The exceptionality of the Ukrainian case is discussed by specifically identifying eight peculiarities of wartime aid: the response speed of Western Bilateral Donors; the leading role and primacy of the latter over the non-governmental sector; the key influence exercised by the Ukrainian recipient; the quantity and diversification of aid involved; Russia’s conversion of aid into hybrid weapons (Weaponization of Aid); the West’s provision of weapons as primary aid (Aidization of Weapons); the excessive anticipation of post-war planning initiatives; and sanctions modeled to represent a new form of aid. 3) Based on these peculiarities, a new model of Interventionist Aid is defined, characterized by a willingness to take an active part in the crisis in which the Donors operate, in order to condition its course and outcome. By preferring tactical purposes to humanitarian ones, and prioritizing military and financial interventions, Interventionist Aid represents an absolute conceptual, political and historical novelty in inter-state aid. British political leaders, journalists and the general public responded to events in the Ottoman Empire, which many, if not most, people in Britain came to see as trudging towards inevitable chaos and destruction. Although this ‘Eastern Question’ on a post-Ottoman future was ostensibly a matter of international politics and sometimes conflict, this study argues that the ideas underpinning it were conceived, shaped, and enforced according to domestic British attitudes. In this way, this book presents the Eastern Question as as much a British question as one related in any way to the Ottoman Empire. Particularly in the crucial decade of the 1870s, debates in Victorian society on the Eastern Question served as proxies for other pressing issues of the day, including electoral reform, changing religious attitudes, public education, and the costs of maintaining Britain’s empire. “sell out,” offering them benefits if they set aside their antiauthoritarian aspirations and become part of the system. However, co-optation does not always neutralize former adversaries, and even seemingly domesticated opponents can turn on their rulers. Co-optation does weaken opposition—but it is not as simple, reliable, or transactional as existing theories claim.Shouting in a Cage offers new ways to understand co-optation’s power and its limits by examining two co-opted parties, the Wafd Party in Egypt and the Istiqlal Party in Morocco. Sofia Fenner argues that co-optation is less a corrupt bargain than a discursive contest—a clash of competing interpretations. Co-opted parties conjure up imagined futures in which their short-term choices will lead to the realization of their long-term democratic goals. Meanwhile, other actors point to the disconnect between these parties’ antiauthoritarian aspirations and their participation in authoritarian systems. Fenner demonstrates that co-opted parties come to look hypocritical precisely because they refuse to give up their oppositional commitments. Their credibility sapped, they become unappealing allies and, eventually, political afterthoughts. However, such parties retain a surprising capacity for opposition, rooted in the literal and metaphorical idea of “party as family.” Based on extensive archival research and ethnographic fieldwork in North Africa, Shouting in a Cage broadens our understanding of political behavior under authoritarianism.By Ray C.
