a special class of so called morality policies. The distinctive feature of these policies is that politics are shaped by conflicts over first principle: When does life end? When does it begin? Is gambling, drug consumption or prostitution inherently malignant? The regulation of these value conflicts entails decisions about "right" or "wrong" and hence the "validation of a particular set of basic values". Yet there is still a remarkable lack of scholarly attention on morality policies, in particular with regard to general implications for the study of public policy. To stimulate further research in this area, this book focuses on different concepts and theories of morality policy change in European countries. migration, deportation policies may be justified by public authorities as measures responding to anxieties over (unregulated) migration. At the same time, they also bring out uncertainty and unrest to deportable and deported migrants as well as to their social and institutional environments, in which this act of the state may appear deeply unjust. Providing new and complementary insights into what ‘deportation’ as a legal and policy measure actually embraces in social reality, this book argues for an understanding of deportation as a process that begins long before, and carries on long after, the removal from one country to another takes place. It provides a transnational perspective over the ‘deportation corridor’, covering different places, sites, actors, and institutions. Most importantly, it reasserts the emotional and normative elements inherent to contemporary deportation policies and practices, emphasising the interplay between deportation, perceptions of justice, and national, institutional, and personal anxieties. These broadcasts could penetrate the Iron Curtain and directly address the ‘enemy’. Radio was equally important in keeping sustained levels of support among the home public and the public of friendly nations. In the early Cold War in particular, listeners in the West had to be persuaded of the need for higher defence spending levels and a policy of containment. Later, even if other media – and in particular television – had become more important, radio continued to be used widely.The chapters gathered here investigate both the institutional history of the radio broadcasting corporations in the East and in the West, and their relationship with other propaganda agencies of the time. They examine the ‘off-air’ politics of radio broadcasting, from the choice of theme to the selection of speakers, singers and music pieces. The key issue tackled by contributors is the problem of measuring the impact of, and qualifying the success of, information policies and propaganda programmes produced during the Cultural Cold War. Although this work is important and valuable, there is a lower level of complexity to working with medium-risk offenders than most high-risk offenders require.
