By David Work. 2012
At the beginning of the Civil War, President Abraham Lincoln sought to bind important political leaders to the Union by…
appointing them as generals. The task was formidable: he had to find enough qualified officers to command a military that would fight along a front that stretched halfway across the continent. West Point hadn't graduated enough officers, and many of its best chose to fight for the Confederacy. Lincoln needed loyal men accustomed to organization, administration, and command. He also needed soldiers, and political generals brought with them their constituents and patronage power. As the war proceeded, the value of the political generals became a matter of serious dispute. Could politicians make the shift from a political campaign to a military one? Could they be trusted to fight? Could they avoid destructive jealousies and the temptations of corruption? And with several of the generals being Irish or German immigrants, what effect would ethnic prejudices have on their success or failure? In this book, David Work examines Lincoln's policy of appointing political generals to build a national coalition to fight and win the Civil War. Work follows the careers of sixteen generals through the war to assess their contributions and to ascertain how Lincoln assessed them as commander-in-chief. Eight of the generals began the war as Republicans and eight as Democrats. Some commanded armies, some regiments. Among them were some of the most famous generals of the Union--such as Francis P. Blair Jr., John A. Dix, John A. Logan, James S. Wadsworth--and others whose importance has been obscured by more dramatic personalities. Work finds that Lincoln's policy was ultimately successful, as these generals provided effective political support and made important contributions in military administration and on the battlefield. Although several of them proved to be poor commanders, others were effective in exercising influence on military administration and recruitment, slavery policy, and national politics. My Revision Notes: Uk Government And Politics, Political Ideas And Global Politics

By Andrew, Caroline; Hubbard, Ruth; Roy, Jeffrey. 2009
This volume explores and contextualizes the contributions of Gilles Paquet as a social scientist. A quintessential public intellectual, Gilles Paquet's…
long and multifaceted career has shown him to be a thinker of significant power and creativity. This self-described "homo hereticus"--always critical and sometimes controversial--has influenced scholars and policy makers in Canada and around the globe. The contributors reveal how his assessments of economics, politics, public administration, and education have stirred their minds and helped them make sense of the world around them. The volume also provides comments on Paquet's vision of governance, touching on concepts of which he has made extensive use: meso-analysis, social learning, and moral contracts.Defending a Contested Ideal: Merit and the Public Service Commission, 1908–2008 (Governance Series)

By Elana Wilson Rowe. 0009
Russia holds more Arctic territory than any other state, yet unlike other Arctic states it does not have a unified…
strategy identifying economic and political aims for the North. Russia's policies on the North are dispersed across a variety of fields from domestic migration politics to oil and gas development. This volume engages the disparate elements of Russian northern policy and illustrates how the centralized, relatively economically strong and politically assertive Russia of today defines and addresses northern spaces, opportunities, and challenges. As energy markets continue looking northward and climate change renders the Arctic increasingly accessible, the geopolitical interests of Arctic states will be brought more frequently to the forefront. These circumstances will make the disputed borders and overlapping sovereignty claims of the North an important topic in international politics. Given its geographic size and political influence, Russia is and will continue to be a key regional and global actor in the international politics of the North. In Crippling Epistemologies and Governance Failures, Gilles Paquet criticizes the prevailing practices of the social sciences on the basis of…
their inadequate concepts of knowledge, evidence and inquiry, concepts he claims have become methodological “mental prisons”. Paquet describes the prevailing policy development process in Canada in terms of its weak information infrastructure, poor accountability, and inflexible organization design. In contrast, he suggests that social science and public policy should promote forms of “serious play” that would allow organizations to experiment with new structures. Paquet engages with numerous foundationalist programs in the social sciences in order to show their inadequacy and suggests important and unexplored directions in policy areas as diverse as education, science, health, intergovernmental and foreign policy. He closes the work with a plea for experimentalism in academic research, policy development, and organization design.Deep Cultural Diversity: A Governance Challenge (Governance Series)
By Gilles Paquet. 2008
Political commentator and public policy analyst Gilles Paquet examines the benefits and drawbacks of Canada's multiculturalism policy. He rejects the…
current policy which perpetuates difference and articulates a model for Canadian transculturalism, a more fluid understanding of multiculturalism based on the philosophy of cosmopolitanism which would strengthen moral contracts and encourage the social engagement of all Canadians.Confronting Discrimination and Inequality in China: Chinese and Canadian Perspectives
