By Daniel S. Hamilton, Joe Renouard. 2024
This volume analyzes what China’s rise means for the transatlantic community in a new age of disruption—an age marked by…
great power rivalry, technological upheavals, and the diffusion of power. The book explores how today’s conditions—including heightened Western concerns about Chinese influence operations, Chinese efforts to manipulate critical economic interconnections and dependencies, rapid technological advances, the Russia–China entente, and growing linkages between North Atlantic and Indo-Pacif ic security—have forced Western actors to adopt a more differentiated approach. In this great power competition, they must decide how and where to work with China as an important partner, how to address China’s competitive challenges, and how to address China’s efforts to forge a set of norms and institutions to challenge the open, rules-based international system. The book will be of key interest to students and scholars of Transatlantic Relations, International Relations, Global Governance, European Politics, Asian Security, US and EU Foreign Policy, and Sino-Western relations. It will also be of interest to think-tank researchers and policy practitioners.Strategic Sourcing in the Public Sector (Cornerstones of Public Procurement)
By Barbara A. Grilli, Theresa G. Webb. 2023
Effective sourcing in the public sector is a collaborative and strategic process that does not end when the contract or…
purchase order is executed. As an ongoing process of improvement, strategic sourcing requires regular appraisals of procurement activities to ensure they continue to support the goals of the entity. Strategic Sourcing in the Public Sector explains the theory behind sourcing. Why does sourcing need to be strategic, and what are the stakeholders’ roles in the process? Written to complement the Institute of Public Procurement’s (NIGP) Sourcing and Solicitation curriculum, this book explores the impetus or the “why” behind the sourcing process as well as the “how”.The book walks the reader through all of the important considerations for any sourcing process, including requirements analysis, stakeholder involvement, scope of work, sourcing documents and approvals, and supplier relationship management to name a few. Throughout the book, students and practicing professionals are encouraged to apply principles of procurement to diverse situations. Because of its user-friendly language and approach, Strategic Sourcing in the Public Sector is accessible to those new to the procurement profession, individuals seeking certification, and undergraduate and graduate students enrolled in public administration programs. At the same time, the rich content based on NIGP’s public procurement competency framework provides value for seasoned professionals with substantial experience and specialized knowledge.Big Data, Emerging Technologies and Intelligence: National Security Disrupted (Studies in Intelligence)
By Miah Hammond-Errey. 2024
This book sets out the big data landscape, comprising data abundance, digital connectivity and ubiquitous technology, and shows how the…
big data landscape and the emerging technologies it fuels are impacting national security. This book illustrates that big data is transforming intelligence production as well as changing the national security environment broadly, including what is considered a part of national security as well as the relationships agencies have with the public. The book highlights the impact of big data on intelligence production and national security from the perspective of Australian national security leaders and practitioners, and the research is based on empirical data collection, with insights from nearly 50 participants from within Australia’s National Intelligence Community. It argues that big data is transforming intelligence and national security and shows that the impacts of big data on the knowledge, activities and organisation of intelligence agencies is challenging some foundational intelligence principles, including the distinction between foreign and domestic intelligence collection. Furthermore, the book argues that big data has created emerging threats to national security; for example, it enables invasive targeting and surveillance, drives information warfare as well as social and political interference, and challenges the existing models of harm assessment used in national security. The book maps broad areas of change for intelligence agencies in the national security context and what they mean for intelligence communities, and explores how intelligence agencies look out to the rest of society, considering specific impacts relating to privacy, ethics and trust. This book will be of much interest to students of intelligence studies, technology studies, national security and International Relations. The Peace: A Warrior's Journey
By Romeo Dallaire. 2024
International humanitarian icon and bestselling author General Roméo Dallaire guides readers on a crucial and inspiring journey from past wars…
through post-modern conflict toward a vision of lasting peace. In The Peace, Roméo Dallaire shows us the past, present and future of war through the prism of his own life. Trained in classic warfare during the Cold War era of mutual deterrence, Dallaire in good faith commanded the UN&’s peacekeeping mission for Rwanda in 1994, only to see the country abandoned and descend into the hell of genocide. The battered, tortured warrior who emerged from that catastrophe grew determined to help repair the new world disorder—to prevent genocide, abolish the use of child soldiers, and find ways to intervene in, even prevent, conflicts in defence of humanity. And so Dallaire helped advance the doctrines of Responsibility to Protect and the Will to Intervene only to witness those initiatives falter because of the same old power politics, national self-interest and general indifference that had allowed the genocide in Rwanda to unfold unchecked. In his final act, Dallaire has become a warrior working towards a better future in which those old paradigms are rejected and replaced. In The Peace he calls out the elements that undermine true security because they reinforce the dangerous, self-interested belief that &“balance&” of power and truces are the best we can do. Too often we say we are &“at peace&” because the bombs are falling elsewhere and we, ourselves, are not under attack. Dallaire shows us a path, instead, to what he calls &“the peace,&” a state where, above all else, humanity values the ties that bind us and the planet together—and acts accordingly. This book is the cri de coeur of a warrior who has been to hell and back and hopes to help guide us to a better place.Like Love: Essays And Conversations
By Maggie Nelson. 2024
One of the Globe and Mail's most anticipated books of 2024A career-spanning collection of inspiring, revelrous essays about art and…
artists.Like Love is a momentous, raucous collection of essays drawn from twenty years of Maggie Nelson&’s brilliant work. These profiles, reviews, remembrances, tributes, and critical essays, as well as several conversations with friends and idols, bring to life Nelson&’s passion for dialogue and dissent. The range of subjects is wide—from Prince to Carolee Schneemann to Matthew Barney to Lhasa de Sela to Kara Walker—but certain themes recur: intergenerational exchange; love and friendship; feminist and queer issues, especially as they shift over time; subversion, transgression, and perversity; the roles of the critic and of language in relation to visual and performance arts; forces that feed or impede certain bodies and creators; and the fruits and follies of a life spent devoted to making.Arranged chronologically, Like Love shows the writing, thinking, feeling, reading, looking, and conversing that occupied Nelson while writing iconic books such as Bluets and The Argonauts. As such, it is a portrait of a time, an anarchic party rich with wild guests, a window into Nelson&’s own development, and a testament to the profound sustenance offered by art and artists.Rockefeller: Controlling the Game
By Jacob Nordangård. 2024
Why would the first family of oil so ardently support environmental climate research and activism? Join author and researcher Jacob…
Nordangård as he uncovers the whole sordid truth. The Rockefeller family is one of the richest in the world. Yet, why would the family that made the world dependent on oil fund environmental and climate research since the 1950s, help shape climate policy measures since the 1980s, and supported climate activism since the 1990s? Rockefeller: Controlling the Game is the thrilling and paradoxical story of one of the world's most influential global players. Through its top position in American business, close contacts with the White House, and with their immense financial power as one of the world's leading private research funders, the Rockefellers have been able to anchor the climate issue both scientifically and politically. Yet what is the reasoning behind doing so? Author and researcher Jacob Nordangård follows the family from the founding of Standard Oil and the Rockefeller Foundation, up through the aftermath of the Paris Agreement, with the declaration of the Fourth Industrial Revolution in January 2016, to the present day. Nordangård's in-depth research includes the large quantities of new material recently made available on the Internet, as well as the Rockefeller Foundation's own annual reports. Nordangård's main focus is the Rockefeller family's involvement in climate research and politics, but the actions and motives of some of their allies are also explored, as well as the family's influence on the development of modern medicine, family planning, agriculture, art, architecture, behavioral science, information technology, and politics. The Rockefeller family's utopian dream of a perfect world will have serious consequences for the survival of the human species and life as we know it. The Rockefeller Foundation's stated mission to "promote the well-being of humanity throughout the world" has a dark flipside, as, Nordangård will prove, the Rockefeller family's long-standing battle against climate change contains elements of sophisticated propaganda techniques, futurism, and New Age philosophy, aiming at a complete transformation of the whole earth system, including economy, ecology, culture, and even humanity itself. The Routledge International Handbook of Heritage and Politics (Routledge Handbooks on Museums, Galleries and Heritage)
By Gönül Bozoğlu, Gary Campbell, Laurajane Smith, Christopher Whitehead. 2024
The Routledge International Handbook of Heritage and Politics surveys the intersection of heritage and politics today and helps elucidate the…
political implications of heritage practices. It explicitly addresses the political and analyses tensions and struggles over the distribution of power. Including contributions from early-career scholars and more established researchers, the Handbook provides global and interdisciplinary perspectives on the political nature, significance and consequence of heritage and the various practices of management and interpretation. Taking a broad view of heritage, which includes not just tangible and intangible phenomena, but the ways in which people and societies live with, embody, experience, value and use the past, the volume provides a critical survey of political tensions over heritage in diverse social and cultural contexts. Chapters within the book consider topics such as: neoliberal dynamics; terror and mobilisations of fear and hatred; old and new nationalisms; public policy; recognition; denials; migration and refugeeism; crises; colonial and decolonial practice; communities; self- and personhood; as well as international relations, geopolitics, soft power and cooperation to address global problems. The Routledge International Handbook of Heritage and Politics makes an intervention into the theoretical debate about the nature and role of heritage as a political resource. It is essential reading for academics and students working in heritage studies, museum studies, politics, memory studies, public history, geography, urban studies and tourism. This book explores the psychological–cultural dimension of the United States–Canada relationship by analyzing how each country has viewed the other.…
Drawing on a wide range of data, including primary sources, secondary literature, and survey research, the methodology is historical/analytical, seeking to explicate and understand how Americans and Canadians, and their elites, have viewed one another from the moment they were launched on separate trajectories, why they developed and held such ideas, and what consequences these images had for the bilateral relationship between the countries. American and Canadian images of the other have deep roots and are, in many respects, recognizably the same today as they were many decades ago. Moreover, even when anchored to important realities of the other, such images influence the perception and interpretation of events, and actions taken by the other. How Americans and Canadians have viewed each other, the sources of these ideas, the way they have been influenced by each country’s domestic politics and place within the international system, and the consequences for their bilateral relationship are among the questions examined. Interdisciplinary in approach, the book will appeal to scholars and students of political science, international relations, and history. An allegation is made that a war crime was committed by a soldier during a conflict. Who should investigate the…
allegation? How should they investigate? This book explores a topic of critical importance in legal and policy discussions surrounding the accountability of military operations in armed conflict, and problematises some presumptions that are often made about the topic. The work provides the international legal framework necessary to address these questions and establishes the precise standards of independence and impartiality as applicable to investigations in armed conflict. It questions the assumption that the standards of independence and impartiality of investigations should be measured in the same way that we measure these standards for judges, courts, and tribunals. It also explores the ways in which military institutions and culture, as well as the context of armed conflict, may impact on the effectiveness of investigations or the perception of justice by those affected. By demonstrating the precise ways in which military investigations can contribute to or hinder the effectiveness of investigations, the book clarifies States’ responsibilities with regard to their accountability efforts for serious violations of international law in armed conflict. The work will be a valuable resource for academics, researchers, and policy-makers working in the areas of international humanitarian law, international human rights law, as well as political science and military ethics.Mozambique's Cabo Delgado Conflict: International Humanitarian Law and Regional Security (Routledge Studies in Peace, Conflict and Security in Africa)

By Domenico Losurdo. 2024
HOW AN IRON FIST DONNED DEMOCRACY&’S VELVET GLOVEThe history of universal suffrage is best understood as a conflict between liberal…
elites and democractic workers&’ movements, according to Domenico Losurdo. John Stuart Mill, for example, argued that electoral influence should be more pronounced among the educated – and wealthy – than among those working with their hands. Every vote ought not to be counted the same. Countries with deep liberal roots have historically been quick to restrain the spread of the franchise, persisting in discrimination based on property, race, and gender. In this context, the rise of popular presidents and premiers, vested with extraordinary powers, has served to stimy attempts to associate politically and mobilize for meaningful change. This is modern Bonapartism, a soft authoritarianism in which popularity, stirred up by a news media dominated by the interests of the rich, replaces true democratic expression. As alternatives to this system drift toward the horizon, Bonapartism is set to become the dominant political regime of our era. Understanding the history of its development and the contradictory forces behind it may permit us to move towards true democracy.Praise for LIBERALISM: A COUNTER-HISTORY&‘Losurdo is almost unbelievably well-read&’- JACOBIN&‘A brilliant exercise in unmasking liberal pretensions, surveying over three centuries with magisterial command of the sources&’- FINANCIAL TIMES&‘Stimulatingly uncovers the contradictions of an ideology that is much too self-righteously invoked&’- PANKAJ MISHRA, GUARDIAN&‘A book of wide reference and real erudition&’- TIMES LITERARY SUPPLEMENT&‘The book is a historically grounded, very accessible critique of liberalism, complementing a growing literature critical of liberalism&’- CHOICEPraise for WAR AND REVOLUTION: RETHINKING THE TWENTIETH CENTURY&‘War and Revolution is a relentless document. eight greatest presidents can be implemented by today&’s leaders. &“A discerning examination of what all of us can learn from some of our most effective leaders who have held—and wielded—ultimate power at the highest level.&” —Jon MeachamDavid O. Stewart (author of George Washington: The Political Rise of America&’s Founding Father) on the George Washington chapter: &“In How the Best Did It, Talmage Boston demonstrates rare gifts in sifting gold nuggets from the endless gravel beds of known facts about eight leading presidents, then delivering them concisely and persuasively. In his insightful study of George Washington, he finds the core of America&’s first great leader without exaggerating his talents, and makes him someone from whom we can learn and cherish.&” Annette Gordon-Reed (Pulitzer-winning historian and coauthor of Most Blessed of the Patriarchs: Thomas Jefferson and the Empire of the Imagination) on the Thomas Jefferson chapter: &“Thomas Jefferson was one the most effective American leaders of his time, creating a political party that dominated American politics for more than a quarter of a century. With great insight and clear writing, Talmage Boston brings Jefferson to life as the talented leader who shaped the course of early American society.&” Ronald C. White Jr. (author of A. Lincoln and three other notable books on Lincoln) on the Abraham Lincoln chapter: &“Talmage Boston offers a wise and wide-ranging understanding of Lincoln&’s leadership qualities. the Communist Party.Known for creating the modern Fire Brigades Union during the Second World War, John Horner (1911-1997) resigned from the Communist Party in 1956. Formerly one of the Party’s leading members, he afterwards refused to speak or write about his communist past. Horner’s silence left him forgotten, but Horner’s daughter, Rosalind Eyben, has remedied this through her engrossing account of how and why John Horner and Pat, his wife, became communist, and the events that led them to resign from the Party. She pieces the story together from a wide range of sources, including Horner’s own lively unpublished memoir of his early years. The narrative occasionally diverges from the historian’s voice to deliver personal reflections on the author's communist childhood and on what her father told her shortly before his death about his shame and guilt for having so long denied uncomfortable truths about the Party and the Stalinist terror. This book is for anyone concerned with the problem of political allegiance, personal morality and associated states of denial that were to haunt Horner in later life. It will also be of interest to scholars and students researching communism and the Communist Party.City Limits: Infrastructure, Inequality, and the Future of America's Highways
By Megan Kimble. 2024
An eye-opening investigation into how our ever-expanding urban highways accelerated inequality and fractured communities—and a call for a more just,…
sustainable path forward &“Megan Kimble manages to turn a book about transportation and infrastructure into a fascinating human drama.&”—Michael Harriot, New York Times bestselling author of Black AF HistoryEvery major American city has a highway tearing through its center. Seventy years ago, planners sold these highways as progress, essential to our future prosperity. The automobile promised freedom, and highways were going to take us there. Instead, they divided cities, displaced people from their homes, chained us to our cars, and locked us into a high-emissions future. And the more highways we built, the worse traffic got. Nowhere is this more visible than in Texas. In Houston, Dallas, and Austin, residents and activists are fighting against massive, multi-billion-dollar highway expansions that will claim thousands of homes and businesses, entrenching segregation and sprawl. In City Limits, journalist Megan Kimble weaves together the origins of urban highways with the stories of ordinary people impacted by our failed transportation system. In Austin, hundreds of families will lose child care if a preschool is demolished to expand Interstate 35. In Houston, a young Black woman will lose her brand-new home to a new lane on Interstate 10—just blocks away from where a seventy-four-year-old nurse lost her home in the 1960s when that same highway was built. And in Dallas, an urban planner has improbably found himself at the center of a national conversation about highway removal. What if, instead of building our aging roads wider and higher, we removed those highways altogether? It&’s been done before, first in San Francisco and, more recently, in Rochester, where Kimble traces how highway removal has brought new life to a divided city. With propulsive storytelling and ground-level reporting, City Limits exposes the enormous social and environmental costs wrought by our allegiance to a life of increasing speed and dispersion, and brings to light the people who are fighting for a more sustainable, connected future.Exurbia Now: The Battleground of American Democracy
By David Masciotra. 2024
The suburbs have become too liberal and diverse for many white American conservatives, so &“exurbia&”—areas outside the cities and their…
suburbs—are becoming the staging ground for the radical right extremist insurgency . . .Beyond a fanatical devotion to former president Donald Trump, one of the curious things that united the rank and file of the January 6 insurrectionist mob was that many of them were residents of one of America&’s fastest growing residential areas: Exurbia.Home to the likes of Georgia&’s Marjorie Taylor Greene, Ohio&’s Jim Jordan, big box retailers, chain restaurants, monster trucks, and megachurches, exurbia is becoming America&’s greatest political battleground, more important to American politics than urban or rural America. In this brilliant work of political and cultural inquiry, veteran political journalist David Masciotra provides a definitive account of what exurbia is, how it came to be, and how it's transforming American life. Zooming in outside the greater metropolitan area of Chicago—where Masciotra grew up—he shows how exurbia has become a safe space to fly the MAGA flag and romanticize the mores of the pre-civil rights, pre-feminist, pre-gay rights 1950s.But, as Masciotra also shows, reactionary white flight is not the whole story of small-town America. The story often lost is the power and persistence of small-town liberals—people who believe in equality, celebrate diversity, and enroll in movements for justice. Exurbia, as it turns out, is ground zero for the fight over a democracy mightily beleaguered, yet still full of promise, and still worth fighting for. Combining interviews, research, and anecdote—and anchored in personal experience—Exurbia Now delivers a powerful ballad on the state of small-town America, and provides a sense of the fight for democracy, on the ground, in the heartland. How local contexts help us understand why White voters in America&’s heartland are shifting to the rightOver the past several…
decades, predominantly White, postindustrial cities in America&’s agriculture and manufacturing center have flipped from blue to red. Cities that were once part of the traditional Democratic New Deal coalition began to vote Republican, providing crucial support for the electoral victories of Republican presidents from Reagan to Trump. In How the Heartland Went Red, Stephanie Ternullo argues for the importance of place in understanding this rightward shift, showing how voters in these small Midwestern cities view national politics—whether Republican appeals to racial and religious identities or Democrat&’s appeals to class—through the lens of local conditions.Offering a comparative study of three White blue-collar Midwestern cities in the run-up to the 2020 election, Ternullo shows the ways that local contexts have sped up or slowed down White voters&’ shift to the right. One of these cities has voted overwhelmingly Republican for decades; one swung to the right in 2016 but remains closely divided between Republicans and Democrats; and one, defying current trends, remains reliably Democratic. Through extensive interviews, Ternullo traces the structural and organizational dimensions of place that frame residents&’ perceptions of political and economic developments. These place-based conditions—including the ways that local leaders define their cities&’ challenges—help prioritize residents&’ social identities, connecting them to one party over another. Despite elite polarization, fragmented media, and the nationalization of American politics, Ternullo argues, the importance of place persists—as one of many factors informing partisanship, but as a particularly important one among cross-pressured voters whose loyalties are contested.Governing the Feminist Peace: The Vitality and Failure of the Women, Peace, and Security Agenda (Columbia Studies in International Order and Politics)
By Paul C. Kirby, Laura Shepherd. 2024
The Women, Peace, and Security (WPS) agenda is celebrated as a landmark global framework for achieving gender equality in peace…
and security governance. Its power is visible in two decades of United Nations resolutions, national action plans, regional initiatives, and countless activist, academic, and philanthropic projects. Yet despite this vitality, it is haunted by failure, as a lack of political will and stubborn patriarchal resistance frustrate its promise. This book offers a groundbreaking critical account of the WPS agenda, exploring its evolution in relation to the wider politics of global governance and feminism. Paul Kirby and Laura J. Shepherd argue that WPS is not a settled, cohesive policy but a field in flux, defined and disrupted by a growing number of national, supranational, subnational, and transnational agents who in turn act on an expanding catalogue of threats, from climate change to homophobia, challenging traditional boundaries of peace and security. Kirby and Shepherd reconceptualize WPS as a “policy ecosystem,” tracing interaction and contestation around the agenda across levels from the UN Security Council to military alliances to feminist activists. They combine analysis of a vast dataset of policy documents with key informant interviews and close readings of diplomacy, statecraft, the politics of indigeneity, counterinsurgency, antimilitarism, human rights, and the arms trade across the first twenty years of WPS. Far-reaching and incisive, Governing the Feminist Peace poses a provocative question: What if we abandoned the idea of the WPS agenda as a unified political project altogether?
