There are a number of guidelines for the treatment of thyroid tumors that have established positions in clinical practice in North America and in Western European countries. In Japan, however, where radioisotope facilities are of limited availability, treatment plans for differentiated thyroid cancer differ considerably from those of America and Europe, and the associated clinical guidelines need modification before they can be adopted. In addition, although thyroid tumor is a common disease in endocrine practice, its management can differ even among specialists. Thus, a Japanese clinical guideline for the treatment of thyroid tumor was desired by many clinicians. As a combination of evidence-based and consensus-based guidelines for the treatment of thyroid tumor, this book offers alternatives to conventional approaches in the West. Through this study, the author looks at both their successes and their shortcomings, and presents recommendations for the formation of future hybrid tribunals. Hybrid tribunals are a form of the international justice where the judicial responsibility is shared between the international community and the local state where they function. These tribunals represent an important bridge between traditional international courts like the International Criminal Court (ICC), the International Criminal Tribunal for the Former Yugoslavia (ICTY), the International Criminal Tribunal for Rwanda (ICTR) and various local justice systems. Because hybrid tribunals are developed in response to large-scale atrocities, these courts are properly considered part of the international criminal justice system. This feature gives hybrid tribunals the accountability and legitimacy often lost in local justice systems; however, by including regional courtroom procedures and personnel, they are integrated into the local justice system in a way that allows a society to deal with its criminals on its own terms, at least in part. shows that the social problem of sex offending is not apparently resolvable by any of the means currently employed. A large array of procedures are used in the attempt to control the difficult population of sex offenders, including: imprisonment, institutional and community treatment, community monitoring by probation and parole, electronic monitoring, registration as a sex offender, community notification of an offender's status, strict limits on behavioral movement in the community, and residence restrictions. However, these constraints on behavior are almost completely the result of public outrage regarding sensational sex crimes, overreaction of media coverage that produce inaccurate statements of potential community risk, and the efforts of the legal profession and politicians to quell this anger and foreboding by enacting legislation that supposedly confronts the risk. This book demonstrates that we have constructed a massive edifice of community control that is socially and politically driven and which has largely failed to contain sex crime.
