renegotiations are becoming more relevant, as empirical evidence suggests that most PPP projects are inevitably renegotiated, i.e., the original contract needs to be adapted to new and unforeseen circumstances. Renegotiations have a substantial impact on the contract and performance of a PPP and usually represent significant costs for users and taxpayers. However, very little is known about the management and, mainly, the process of renegotiating that will, very likely, occur. This book provides a set of case-studies of PPP renegotiations in the transport sector. The authors illustrate the Portuguese experience, a country that has been using PPP extensively, particularly in transport. In many of the world’s major economies, SOEs play an important role, and in some, such as China, India, Russia and Brazil, they are outright dominant. At the same time, the existence of SOEs is largely ignored by economic theory and the current figures on SOEs on a global scale available in the literature are questionable in terms of their methodological validity and thus they do not allow for a proper cross-country analysis. This book fills this research gap. It focuses on the scope and importance of SOEs in a broad group of the largest economies, primarily on a variety of quantitative estimates. It contains the results of an extensive and unique empirical study of 37 of the world’s largest economies over the period from 2009 to 2018. The findings showed that the average share of SOEs - measured by operating revenues and total assets - in the group of the largest hundred enterprises (Top 100) of a given country is nearly 30%, while in the Top 20 group it is even slightly higher. The authors present an econometric analysis showing the relationship between the scope of SOEs and the various economic and non-economic characteristics of the studied set of countries. The book also contains an in-depth discussion of selected key issues, such as the functions of SOEs in various types of economies, the role of SOEs in capital markets and the phenomenon of SOEs with foreign capital. Industry 4.0 will also change the type, nature, and scope of public goods and how they are produced, financed, delivered, and consumed. This book redefines the current paradigm of public goods. It proposes a model of production and distribution of public goods that acknowledges the participation of entities from the public, private, and nonprofit sectors. The authors argue that these entities would participate in the production, financing, distribution, and consumption of such goods. From a theoretical point of view, such an inclusive approach involving the expansion of the classical state – market dichotomy with new entities, including citizens themselves, leads to a new conceptualization and approach towards public goods. uses simulation to estimate the required augmentation in financial resources by the urban local bodies (ULBs) to reach a level of city development that is significantly better compared to existing levels. The book provides a systematic analysis of the fiscal health of two city corporations in Bangladesh, viz. Dhaka North City Corporation (DNCC) and Dhaka South City Corporation (DSCC); and one city corporation in the Indian state of West Bengal viz. Kolkata Municipal Corporation (KMC). The choice of city corporations was based on the shared history and the similarity of heritage, culture, topography and socio-economic conditions. Both DNCC and DSCC as well as the KMC have a high population density, which puts immense pressure on the service delivery provided by these corporations of basic services such as water supply, sanitation facilities, street lighting, drainage and sewerage and waste disposal. This is compounded by poor fiscal health of the ULBs. Using primary data collected through surveys and personal interviews and information obtained from official documents, the book estimates fiscal gaps of the ULBs and undertakes simple simulations to estimate potential revenue enhancements and expenditure requirements to deliver services at the internationally acceptable standards. It highlights under-exploited sources of revenue which can be better realized and also identifies untapped revenue sources that can be easily introduced, in order to significantly enhance city revenues.
