The book shows that IHRL evolved as a result of a tension between two forces: A European understanding of international society, based on order, the centrality of the State and a minimalist conception of human rights; and a civil society and UN-promoted, mostly Western, particularly European but broader conception of human rights, based on justice. As such, human rights norms emerge and develop when (some) states’ idea of order meets with advocates’ idea of justice. We are living a historical juncture of shifting tectonic plates with rising nationalism in the Global North, ever growing power in the Global South and a declining presence of Europe in global affairs. Ethnologists, anthropologists, and raciologists compared modern physical types with ancient skeletal finds to unearth the deep prehistoric past and true nature of nations. These scientists understood certain physical types to be what Richard McMahon calls “national races,” or the ageless biological essences of nations. Contributors to this volume address a central tension in anthropological race classification. On one hand, classifiers were nationalists who explicitly or implicitly used race narratives to promote political agendas. Their accounts of prehistoric geopolitics treated “national races” as the proxies of nations in order to legitimize present-day geopolitical positions. On the other hand, the transnational community of race scholars resisted the centrifugal forces of nationalism. This book examines the stories told by a broad cross-section of British society about their country’s past, present, and future role in war, using in-depth interviews with 67 diverse citizens. It brings to the fore the voices of ordinary people in ways typically absent in public opinion research. Always at War complements a significant body of quantitative research into British attitudes to war, and presents an alternative case in a field dominated by US public opinion research. Rather than perceiving distinct periods between war and peace, British citizens see their nation as so frequently involved in conflict that they consider the country to be continuously at war. the ‘Jewish People’ is an invention by mid-19th century Jewish historians, or simply an ‘imagined community’. This book disputes these claims by demonstrating that the Jews have a tradition of foreign relations based on an historical political tradition that goes back thousands of years, and that this tradition has been carried over to the State of Israel. The Jewish political tradition in foreign policy has always been defensive-oriented, whether under sovereignty or in the Diaspora. Power has generally been only a means for achieving survival rather than a goal in itself, whereas Jewish national identity has always been related to historical Zion. In order to explore the question of whether it is possible to identify patterns of international behaviour in the foreign policy of the Jews, the book begins with the Bible and continues through the period of the First and Second Temples, then looks at the long generations when the Jewish people were stateless, and ultimately concludes with an examination of the sovereign Jewish state of Israel. The underlying assumption is that an understanding of these characteristics will allow us to derive a better understanding of the Jewish origins of Israel’s foreign policy, which should in turn help to eliminate many of the harshest criticisms of Israel’s foreign policy.
