her book on case studies of planning decisions in six New Jersey communities that were chosen for reputations of both effective and ineffective planning. She also uses a reanalysis of an attitude survey of U.S. planning directors, as well as a synthesis of previous studies. The materials are presented comparatively, thus enabling the reader to identify major themes in the broad and, until now, largely uncharted area of the interrelationship of politics and planning.The author first discusses the variables that influence the effectiveness of planning. She then develops a typology of community political systems in the six cities, based on such factors as power distribution, values, style, participation, conflict and cohesion, and potential for program output. The typology of urban political systems is matched by a typology of roles for the planner; this leads to a careful examination of the usefulness of different roles in different urban political situations. Other variables on which the success of particular roles depends--such as the ability to command resources for desired actions, the norms of the planning community, and the needs of the planner--are included. Finally, the author raises three important questions central to the planner's effectiveness: Can success spoil the planner? What does the planner contribute to decision-making? Elizabeth Newson in their studies of normal children at home; Sheila Hewett visited the mothers of 180 spastic children and obtained their personal accounts of their experiences.There is considerable literature on handicapped children in which the adverse effects of their presence in the family are emphasized. This study is the first to present, not evidence provided by professional people, but that of a large number of mothers of all social classes who have children with all degrees of handicap. They tell in their own words how they meet the problems and anxieties of everyday life and how they strive to maintain the norms of family living in spite of their very real difficulties. A measure of their success is provided by a number of comparisons with the families of normal children.Hewett's nursing experience combined with a social science training and personal experience of parenthood contributed a useful background for this research. Resulting as it does from close collaboration with the Newsons, her work provides an important extension of the main work of the Child Development Research Unit in Nottingham. It will help all those who work with handicapped children to achieve a better understanding of the families to whom they offer their specialist knowledge. To the general public it offers an opportunity to gain insights into a situation, which calls for their support and acceptance but not their pity. Morgan argues that Senator Joseph McCarthy did not emerge in a vacuum—he was, rather, the most prominent in a long line of men who exploited the issue of Communism for political advantage. In 1918, America invaded Russia in an attempt at regime change. Meanwhile, on the home front, the first of many congressional investigations of Communism was conducted. Anarchist bombs exploded from coast to coast, leading to the political repression of the Red Scare. Soviet subversion and espionage in the United States began in 1920, under the cover of a trade mission. Franklin Delano Roosevelt granted the Soviets diplomatic recognition in 1933, which gave them an opportunity to expand their spy networks by using their embassy and consulates as espionage hubs. Simultaneously, the American Communist Party provided a recruitment pool for homegrown spies. Martin Dies, Jr., the first congressman to make his name as a Red hunter, developed solid information on Communist subversion through his Un-American Activities Committee. However, its hearings were marred by partisan attacks on the New Deal, presaging McCarthy.The most pervasive period of Soviet espionage came during World War II, when Russia, as an ally of the United States, received military equipment financed under the policy of lend-lease. It was then that highly placed spies operated inside the U.S. government and in America’s nuclear facilities. Thanks to the Venona transcripts of KGB cable traffic, we now have a detailed account of wartime Soviet espionage, down to the marital problems of Soviet spies and the KGB’s abject efforts to capture deserting Soviet seamen on American soil. During the Truman years, Soviet espionage was in disarray following the defections of Elizabeth Bentley and Igor Gouzenko. The American Communist Party was much diminished by a number of measures, including its expulsion from the labor unions, the prosecution of its leaders under the Smith Act, and the weeding out, under Truman’s loyalty program, of subversives in government.
