Aggression, Crime and International Security examines the concept of aggression in international relations and how it has been dealt with…
by international law and collective security organisations. This book analyses the evolution of the concept of aggression in international relations from World War I to the post-Rome Statute era. It charts the emergence of two competing visions of this notion: on the one hand, as a triggering mechanism for collective security enforcement among states, and, on the other, as an international crime giving rise to individual responsibility. The author argues that despite certain contemporary international trends suggesting a shift away from traditional, state-centric power structures towards a more cosmopolitan, globalized polity, the history of the concept of aggression demonstrates just how far away this is in reality. By examining aggression in theory and practice at the League of Nations, the Nuremberg and Tokyo Trials, the United Nations, the conference establishing the Rome Statute, and beyond, the book reveals the recurring moral, political and legal challenges this concept poses - challenges which continue to be at the forefront of thinking about international relations today. This book will be of great interest to students of International Law, War Crimes, International Relations and Security Studies. This volume presents a comprehensive analysis of Israel's security challenges since the 1973 October War. on a historical journey through Israel's relations in the Middle East that begins with an analysis of Israel's strategic thinking after 1973 and ends with an important look at the recent Second Lebanese War and the Iranian nuclear challenge. Israel's National Security delves not only into Israel's responses, but also its relationships in the international community, providing a complete picture of how Israel's strategic environment has evolved over time. Relevant to today's current political atmosphere, the volume dissects the influences of the growing appeal of Islamic extremism on the peace process, Israel strategic partnerships with India and Turkey, and Israel's relations with the Palestinians. This volume examines the role of the military, the most influential actor in Pakistan, and challenges conventional wisdom on the…
causes of political instability in this geographically important nuclear state. It rejects views that ethnic and religious cleavages and perceived economic or political mismanagement by civilian governments triggers military intervention in Pakistan. The study argues instead that the military intervenes to remove civilian governments where the latter are perceived to be undermining the military’s institutional interests. Mazhar Aziz shows that the Pakistani military has become a parallel state, and given the extent of its influence, will continue to define the nature of governance within the polity. Overall, Military Control in Pakistan is a timely reminder and an important resource for both scholars and policy makers, clearly demonstrating the need to refocus attention on the problem of an influential military whilst drawing appropriate conclusions about issues ranging from democratic norms, political representation and civilian-military relations.War Crimes Tribunals and Transitional Justice: The Tokyo Trial and the Nuremburg Legacy

that erupted during Indonesia’s post-New Order transition. Indonesia democratised after the long and authoritarian New Order regime ended in May 1998. But the transition was far less peaceful than is often thought. It claimed about 10,000 lives in communal (ethnic and religious) violence, and nearly as many as that again in separatist violence in Aceh and East Timor. Taking a comprehensive look at the communal violence that arose after the New Order regime, this book will be of interest to students of Southeast Asian studies, social movements, political violence and ethnicity. This book examines different levels of narcotics control cooperation between the United States, Mexico and Colombia. Victor J. Hinojosa finds…
that Mexico is consistently held to a very different standard than Colombia and that the US often satisfies domestic political pressures to be tough on drugs by punishing Colombia while allowing Mexico much more freedom to pursue different strategies. He also explores the role of domestic terrorism and presidential reputation in Colombia for the US-Colombia pair and the role of competing issues in the US-Mexican bilateral agenda for that country pair, finding that congressional pressure and electoral tests exert the most impact on US behavior but that Mexican and Colombian behavior is best explained in other ways. Together, these findings suggest both the promise of integrating the study of international relations and comparative politics and important limitations of the theoretical framework.Encyclopedia of Police Science: 2-volume set
By Jack R. Greene. 2007
In 1996, Garland published the second edition of the Encyclopedia of Police Science, edited by the late William G. Bailey.…
The work covered all the major sectors of policing in the US. Since then much research has been done on policing issues, and there have been significant changes in techniques and in the American police system. Technological advances have refined and generated methods of investigation. Political events, such as the terrorist attacks of September 11, 2001 in the United States, have created new policing needs while affecting public opinion about law enforcement. These developments appear in the third, expanded edition of the Encyclopedia of Police Science. 380 entries examine the theoretical and practical aspects of law enforcement, discussing past and present practices. The added coverage makes the Encyclopedia more comprehensive with a greater focus on today's policing issues. Also added are themes such as accountability, the culture of police, and the legal framework that affects police decision. New topics discuss recent issues, such as Internet and crime, international terrorism, airport safety, or racial profiling. Entries are contributed by scholars as well as experts working in police departments, crime labs, and various fields of policing. This topical new book seeks to understand the relationship between elite dynamics and strategies and the lack of profound political…
change in Algeria after 1995, when the country’s military rulers returned to electoral processes. Using evidence from extensive fieldwork, Isabelle Werenfels exposes successful survival strategies of an opaque authoritarian elite in a changing domestic and international environment. The main focus is on: the changing balance of power between different elite segments the modes of generation change and the different emerging young elite types constraints, obligations and opportunities arising from elite embeddings in clienteles networks and in specific social and economic structures. Building rare evidence from fieldwork into a multidisciplinary analytical framework, this book presents a significant input to the more general literature on transition processes and is particularly relevant as the West pushes for democratic reforms in the Middle East and North Africa.Everyday Ethics For The Criminal Justice Professional

By David Rohde. 2020
A two-time Pulitzer Prize–winning journalist’s investigation of the "deep state." Three-quarters of Americans believe that a group of unelected government…
and military officials secretly manipulate or direct national policy in the United States. President Trump blames the "deep state" for his impeachment. But what is the American "deep state" and does it really exist? To conservatives, the “deep state” is an ever-growing government bureaucracy, an "administrative state" that relentlessly encroaches on the individual rights of Americans. Liberals fear the "military-industrial complex"—a cabal of generals and defense contractors who they believe routinely push the country into endless wars. Every modern American president—from Carter to Trump—has engaged in power struggles with Congress, the CIA, and the FBI. Every CIA and FBI director has suspected White House aides of members of Congress of leaking secrets for political gain. Frustrated Americans increasingly distrust the politicians, unelected officials, and journalists who they believe unilaterally set the country’s political agenda. American democracy faces its biggest crisis of legitimacy in a half century. This sweeping exploration examines the CIA and FBI scandals of the past fifty years—from the Church Committee’s exposure of Cold War abuses, to Abscam, to false intelligence about Iraq’s weapons of mass destruction, to NSA mass surveillance revealed by Edward Snowden. It then investigates the claims and counterclaims of the Trump era, and the relentless spread of conspiracy theories online and on-air. While Trump says he is the victim of the "deep state," Democrats accuse the president and his allies of running a de facto "deep state" of their own that operates outside official government channels and smears rivals, both real and perceived. The feverish debate over the "deep state" raises core questions about the future of American democracy. Is it possible for career government officials to be politically neutral? Was Congress’s impeachment of Donald Trump conducted properly? How vast should the power of a president be? Based on dozens of interviews with career CIA operatives and FBI agents, In Deep answers whether the FBI, CIA, or politicians are protecting or abusing the public’s trust.Routledge Handbook of Deradicalisation and Disengagement

strategies to deradicalisation and disengagement. Radicalisation and violent extremism are major global challenges, and as new and violent extremist groups and environments emerge, there is an increasing need for knowledge about how individuals physically exit these movements and how to change their mindset. Historically, much of the focus on these topics has been highly securitised and militarised; by contrast, this volume explores the need for more community-based and ‘soft’ approaches. The handbook includes discussions from both right-wing/left-wing political and religiously inspired deradicalisation processes. The handbook is organised into three parts: 1 definitions, backgrounds and theories; 2 actors; 3 regional case studies. This handbook will be of much interest to students, researchers, scholars and professionals of deradicalisation, counterterrorism, political violence, political extremism, security studies and international relations in general. The Professional Protection Officer: Practical Security Strategies and Emerging Trends

By Cary D. Rostow, Robert D. Davis. 2004
While some books about police psychology contain a chapter on the fitness-for-duty question, this is the first comprehensive publication focused…
exclusively on psychological fitness-for-duty evaluations (FFDEs) for law enforcement personnel. This handbook is ideal for professionals and for coursework designed to prepare individuals for careers as police or municipal officials, psychologists, students, behavioral science specialists, human rights advocates, and attorneys. A helpful glossary makes the book even more useful for students and those who do not have extensive academic or formal training in psychology or public administration. A Handbook for Psychological Fitness-for-Duty Evaluations in Law Enforcement describes in detail the mechanics of setting up a fitness-for-duty methodology and examines the effectiveness of FFDEs in law enforcement. You’ll find clear instructions for developing a FFDE system from the law enforcement executive’s viewpoint (valuable for attorneys, police psychologists, and civil service board members as well), and an extensive bibliography with particular emphasis on laws and cases that provide guidance to psychological and law enforcement professionals. Several appendices provide examples of documentation that can be used in the evaluation process. This book brings you reliable information on: legal precedents, with a review of legal cases (in language appropriate for law enforcement executives and psychologists) the interaction between police culture, psychological assessment, and therapy federal laws that impact FFDEs, including the HIPAA, the Americans with Disabilities Act, the Family Medical Leave Act and the Fair Credit Reporting Act case law and FFDEs, with emphasis on civil rights laws, labor issues, professional ethical dilemmas, and the psychologist as a potential expert witness the proper uses—and the misuses—of the FFDE approach police departmental civil liability and the role that the FFDE plays in addressing legal risks In addition, this book contains a succinct review of psychological testing (psychometrics), and the technicalities of employing a professional psychologist to determine the fitness of commissioned officers. A Handbook for Psychological Fitness-for-Duty Evaluations in Law Enforcement proposes a model law that could be used to improve the utility and effectiveness of FFDEs, and presents a forward-looking discussion of FFDE issues that may become controversial in the near future.Community Policing - A European Perspective: Strategies, Best Practices and Guidelines (Advanced Sciences and Technologies for Security Applications)

By Gill Hague, Audrey Mullender, Rosemary Aris. 2003
Domestic violence is in the public eye as never before, but how often are abused women consulted or involved in…
the new services and policies? This book investigates, and reveals that the voices of survivors of domestic violence are often simply not heard; silenced, the women themselves become invisible. Is Anyone Listening? draws on the experiences of other service user movements to provide a strong conceptual framework for thinking about abused women's participation in policy and service development. It discusses empowerment issues and the women's movement against gender violence, exploring how far refuge organisations and other women's movement services have influenced statutory services and vice versa. It includes many practical ideas for involving women in the improvement of both policy and practice and gives examples of inspiring and innovatory projects.Based on a study carried out as part of the Economic and Social Research Council's Violence Research Programme, Is Anyone Listening? offers a unique analysis of the sensitive and complex issues involved in developing service user participation within the domestic violence field. The insights it provides will enable policy-makers, activists, students, practitioners and women who have experienced domestic violence to move forward together. What if the job of police was to cultivate the political will of a community to live with itself (rather…
than enforce law, keep order, or fight crime)? In Sentiment, Reason, and Law, Jeffrey T. Martin describes a world where that is the case. The Republic of China on Taiwan spent nearly four decades as a single-party state under dictatorial rule (1949–1987) before transitioning to liberal democracy. Here, Martin describes the social life of a neighborhood police station during the first rotation in executive power following the democratic transition. He shows an apparent paradox of how a strong democratic order was built on a foundation of weak police powers, and demonstrates how that was made possible by the continuity of an illiberal idea of policing. His conclusion from this paradox is that the purpose of the police was to cultivate the political will of the community rather than enforce laws and keep order. As Sentiment, Reason, and Law shows, the police force in Taiwan exists as an "anthropological fact," bringing an order of reality that is always, simultaneously and inseparably, meaningful and material. Martin unveils the power of this fact, demonstrating how the politics of sentiment that took shape under autocratic rule continued to operate in everyday policing in the early phase of the democratic transformation, even as a more democratic mode of public reason and the ultimate power of legal right were becoming more significant.Covering a diverse range of topics, case studies and theories, the author undertakes a critique of the principal assumptions on…
which the existing international human rights regime has been constructed. She argues that the decolonization of human rights, and the creation of a global community that is conducive to the well-being of all humans, will require a radical restructuring of our ways of thinking, researching and writing. In contributing to this restructuring she brings together feminist and indigenous approaches as well as postmodern and post-colonial scholarship, engaging directly with some of the prevailing orthodoxies, such as 'universality', 'the individual', 'self-determination', 'cultural relativism', 'globalization' and 'civil society'.
