victims and survivors. As news broke of a killer rampaging across the tiny community of Portapique, Nova Scotia, late on April 18, 2020, details were oddly hard to come by. Who was the killer? Why was he not apprehended? What were police doing? How many were dead? And why was the gunman still on the loose the next morning and killing again? The RCMP was largely silent then, and continued to obscure the actions of denturist Gabriel Wortman after an officer shot and killed him at a gas station during a chance encounter. Though retired as an investigative journalist and author, Paul Palango spent much of his career reporting on Canada’s troubled national police force. Watching the RCMP stumble through the Portapique massacre, only a few hours from his Nova Scotia home, Palango knew the story behind the headlines was more complicated and damning than anyone was willing to admit. With the COVID-19 lockdown sealing off the Maritimes, no journalist in the province knew the RCMP better than Palango did. Within a month, he was back in print and on the radio, peeling away the layers of this murderous episode as only he could, and unearthing the collision of failure and malfeasance that cost a quiet community 22 innocent lives.Final report of the Truth and Reconciliation Commission of Canada: Volume one, Summary: honouring the truth, reconciling for the future (Mcgill-queen's Indigenous And Northern Studies #83)

youth and the legacy of these schools. This report, the summary volume, includes the history of residential schools, the legacy of that school system, and the full text of the Commission's 94 recommendations for action to address that legacy. This report lays bare a part of Canada's history that until recently was little-known to most non-Aboriginal Canadians. The Commission discusses the logic of the colonization of Canada's territories, and why and how policy and practice developed to end the existence of distinct societies of Aboriginal peoples. Using brief excerpts from the powerful testimony heard from Survivors, this report documents the residential school system which forced children into institutions where they were forbidden to speak their language, required to discard their clothing in favour of institutional wear, given inadequate food, housed in inferior and fire-prone buildings, required to work when they should have been studying, and subjected to emotional, psychological and often physical abuse. In this setting, cruel punishments were all too common, as was sexual abuse. More than 30,000 Survivors have been compensated financially by the Government of Canada for their experiences in residential schools, but the legacy of this experience is ongoing today. This report explains the links to high rates of Aboriginal children being taken from their families, abuse of drugs and alcohol, and high rates of suicide. The report documents the drastic decline in the presence of Aboriginal languages, even as Survivors and others work to maintain their distinctive cultures, traditions, and governance. The report offers 94 calls to action on the part of governments, churches, public institutions and non-Aboriginal Canadians as a path to meaningful reconciliation of Canada today with Aboriginal citizens.Public Budgeting Reform in China: Theory and Practice

historical, descriptive, and comparative accounts of the public and private sectors, the different roles government plays with business, including several conceptual models to understand the social interactions between the two sectors, and various economic policies associated with business. The local economic development, in which government acts as a promoter of, partner with, and buyer from, business. The global market, where government mainly plays a role as promoter of domestic business. In the course of discussion, a set of skills, such as searching government jobs, starting a business, analyzing stakeholders, ethical reasoning, advancing a business agenda, leveraging public resources, contracting with government, interpreting global trends, doing business abroad, and leveraging international resources, are introduced and exercised.Howard County Law Enforcement (Images of America)

as a long-term policy solution. Since the Reagan administration, American space policy has increasingly sought to involve private sector operators for space. The culmination of this trend has been the Obama administration's policy of private sector transportation of crew and cargo to the International Space Station on behalf of NASA. This book proposes that future administrations extend this policy to other areas of space, including energy, in orbit manufacturing, asteroid mining, and the exploration of the Moon and Mars. The book further demonstrates how these activities can stabilize the global political system and lead to a dramatic increase in global economic growth. Finally, the book addresses one of the most important and critical issues currently facing humanity--the need for a viable, baseload, and unlimited supply of totally clean energy. An extremely cogent analysis of the interrelationship between space activity and the terrestrial economy, this book showcases the political and economic potential of the medium of space and adds greatly to the existing literature in the field. This book will be of interest to students of political science and strategic studies as well as members of the military, government space agencies, and the international aerospace industry. The Power of Paradox: The Protean Leader and Leading in Uncertain Times

therefrom are characterized by a neat division into dividend-generating equity and interest-generating debt as well as by a coexistence of source- and residence-based taxation. This book provides a comparative analysis of the classification of hybrid financial instruments in the national tax rules currently applied by Australia, Germany, Italy and the Netherlands as well as in the relevant tax treaties and EU Directives. Moreover, based on selected hybrid financial instruments, mismatches in these tax classifications, which lead to tax planning opportunities and risks and thus are in conflict with the single tax principle, are identified. To address these issues, the author provides reform options that are in line with the dichotomous debt-equity framework, as he/she suggests the coordination of either tax classifications or tax treatments.Defining Democracy: Voting Procedures in Decision-Making, Elections and Governance

By Robert W. Mcgee. 1997
Why do people evade paying taxes? This is the central question addressed in this volume by Robert McGee and a…
multidisciplinary group of contributors from around the world. Applying insights from economics, public finance, political science, law, philosophy, theology and sociology, the authors consider the complex motivations for not paying taxes and the conditions under which this behavior might be rationalized. Applying theoretical approaches as well as empirical research, The Ethics of Tax Evasion considers three general arguments for tax evasion: (1) in cases where the government is corrupt or engaged in human rights abuses; (2) where citizens claim inability to pay, unfairness in the tax system, paying for things that do not benefit the taxpayer, excessively high tax rates, or where taxes are used to support an unpopular war; and (3) through philosophical, moral, or religious opposition. The authors further explore these issues by asking whether attitudes toward tax evasion differ by country or other demographic variables such as gender, age, ethnicity, income level, marital status, education or religion. The result is a multi-faceted analysis of tax evasion in cultural and institutional context, and, more generally, a study in ethical dilemmas and rational decision making.Labor Unions, Management Innovation and Organizational Change in Police Departments

This book is the first to take a comprehensive view of the challenges that population ageing present in the near…
future taking Sweden as the case. Can the increasing number of retirees per worker be stopped by immigration or increasing fertility or will we need to increase pension age instead? Cost for the social-care system is readily increasing; even more is the costs for health care. Can the galloping costs be funded by an increase in taxes or do we need to make reforms, similar to the ones already made in the pension system, which has been used as a model for many other countries. The fact that it is difficult to make health care dependent on personal contributions, as is the case of the pension system, funding of health care is a true test of solidarity across generations. The book ends with a discussion on whether the demographic challenge to the welfare system is also a threat to the welfare state as such.Transforming Government and Building the Information Society

learning to weave ICT into their strategies for transforming government as enterprises have learned to use ICT to innovate and transform their processes and competitive strategies. ICT-enabled transformation offers a new path to digital-era government that is responsive to the challenges of our time. It facilitates innovation, partnering, knowledge sharing, community organizing, local monitoring, accelerated learning, and participatory development. In Transforming Government and Building the Information Society, Nagy Hanna draws on multi-disciplinary research on ICT in the public sector, and on his rich experience of over 35 years at the World Bank and other aid agencies, to identify the key ingredients for the strategic integration of ICT into governance and poverty reduction strategies. The author showcases promising practices from around the world to outline the strategic options involved in using ICT to maximize developmental impact--transforming government institutions and public services, and empowering communities for inclusion and grassroots innovation. Despite the ICT promise, Hanna acknowledges that reforming governance and empowering poor communities are difficult long-term undertakings. Hanna moves beyond the imperatives and visions of e-transformation to strategic design and implementation options, and draws practical lessons for policymakers, reformers, innovators, community leaders, ICT specialists and development experts.International Assistance to Police Reform
