The focus of the study is on each man's conduct of operational art, the connecting link between tactics and strategy. The study analyzes the writings and campaigns of Guderian and Patton and attempts to identify the tenets or principles by which each man guided his conduct of Operational art. The study then compares the tenets each man applied in his conduct of warfare to discover whether there were any principles common to their operational methods. Finally, the study suggests what implications common tenets at the operational level of war might have for Airland Battle Doctrine.The study concludes that Guderian and Patton shared six common tenets in their conduct of operational art and suggests that the American Army's current organizations at the division and corps levels may not be suitable to conduct the sort of agile operations that will be required on a future battlefield. As well, we must ensure that doctrinal foundations for joint operations involving air and ground forces-as a minimum-are in place before war breaks out. It also suggests that we need to get together with our European Allies and adopt a common doctrinal approach to warfighting in Western Europe, one that supports a common theater strategy. It examines the major public policy objectives involved, such as spreading risk, redistributing wealth, and reducing the barriers to care, and evaluates alternative programs in terms of their costs and efficiency as well as their realization of the basic social objectives of health care. Using varied statistics, some drawn from schemes in other provinces, it estimates what different packages of pharmacare and denticare would have cost in Ontario in 1975. The results indicate that universal coverage may be one of the most costly and least effective options. Based on current modes of service delivery, a universal pharmacare and denticare program would transfer wealth to upper income groups without significantly improving the utilization of health care services. A study of drug manufacturing and retailing systems in Canada and of the structure of dental services suggests that wasteful methods of service delivery could lower per capita costs by 30 to 40 per cent. Potential annual savings in pharmacy and dentistry together in Ontario run into the hundreds of millions of dollars. The authors show how a combination of competitive pressures and selective public intervention can be used to rationalize the delivery system. They caution, however, that such potential savings will be forever unrealized if a public-insurance type of program is introduced which freezes the existing system in place and forecloses the options of either public provision or private market competition.Is The Mexican Narco-Violence An Insurgency?

due to narco-violence.This monograph examines whether the various Mexican drug trafficking organizations are insurgents or organized criminal elements. Mexican narco-violence and its affiliated gang violence have spread across Mexico’s southern border into Guatemala, Honduras, and El Salvador. Additionally, the narco-violence is already responsible for the deaths of American citizens on both sides of the U.S.-Mexico border, and the potential for increased spillover violence is a major concern.This monograph argues that the Mexican drug cartels are transnational criminal organizations (TCOs) that pose a national security threat to the regional state actors; however, they are not an insurgency for four reasons. First, none of the cartels have the political aim or capability to overthrow the Mexican government. Second, the various TCOs are competing criminal organizations with approximately 90 percent of the violence being cartel on cartel. For example, the violence in the city of Juárez is largely the result of the fighting between the local Juárez cartel and the Sinaloa cartel for control of one of the primary smuggling routes into the U.S.. Third, the cartels’ use of violence and coercion has turned popular support against them thus denying them legitimacy. Fourth, although the cartels do control zones of impunity within their areas of influence, the Mexican government has captured, killed, and extradited kingpins from every major TCO.
